Andy advises banks and other financial institutions on a wide range of regulatory, compliance, transactional, governance and enforcement matters.
For over 12 years, Andy was a managing director at Morgan Stanley, where he led the firm’s bank regulatory legal function. In that role, he advised all business segments (institutional securities, wealth management and investment management) and geographies on the application of U.S. banking laws and interactions with federal banking agencies. He also served as general counsel of Morgan Stanley Bank. Andy was previously counsel in the Legal Division of the Board of Governors of the Federal Reserve System and an attorney-adviser in the U.S. Commodity Futures Trading Commission’s Division of Trading and Markets.
