Since publication of the rst edition of Regulation of Foreign Banks and Aliates in the United States more than twenty years ago, this treatise has become the denitive guide for how foreign banks and their aliates are regulated in the United States, in the eyes of most foreign banks and leading bank regulatory lawyers and scholars. As with prior editions, this new edition does not attempt to survey the entire eld of U.S. nancial regulation. Instead, it focuses on the areas of U.S. nancial regulation that are most important to foreign banks and their af- liates and to U.S. banks operating internationally.

With the passage of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, the U.S. framework for regulating foreign banks is in the process of being fundamentally altered. The Dodd-Frank Act is making the most signicant changes to the U.S. nancial regulatory framework since the 1930s. The editors of this new edition published a companion booklet summarizing these changes as a bridge between the 5th and 6th editions of this treatise.
