Foreign Service Officer’s testimony in the 2019 impeachment inquiry
Davis Polk represented David Holmes, a Foreign Service Officer, in his nationally televised appearance before the House Permanent Selection Committee on Intelligence (HPSCI) in the 2019 impeachment inquiry. Mr. Holmes serves as the Political Counselor at the United States Embassy in Kyiv, Ukraine. He was subpoenaed by HPSCI to provide information regarding President Trump’s actions relating to Ukraine. Mr. Holmes was one of several State Department officials who provided critical direct testimony about the administration’s decision-making and the conduct of the President and other administration officials in relation to Ukraine. Notably, Mr. Holmes was deemed one of TIME Magazine’s 2019 “Guardians of the Year.” Davis Polk represented Mr. Holmes in both his deposition by HPSCI and his public testimony.
