Davis Polk welcomes leading BSA/AML lawyer Daniel Stipano in DC
Washington DC, January 4, 2021 – Davis Polk today announced that Daniel Stipano has joined the firm as a partner in the Financial Institutions Group in Washington DC. Mr. Stipano is widely recognized as a leading practitioner in Bank Secrecy Act and anti-money laundering (BSA/AML) and enforcement matters.
Mr. Stipano’s extensive bank regulatory and enforcement experience includes more than 30 years at the Office of the Comptroller of the Currency (OCC). As Deputy Chief Counsel from 2000 to 2016, he oversaw the OCC’s major enforcement actions up until the time of his departure. He also played a key role in significant BSA/AML rulemakings and policy issuances following the enactment of the USA PATRIOT Act. From 1995 to 2000, Mr. Stipano served as Director of the OCC’s Enforcement & Compliance Division.
“Dan offers the key government experience in the BSA/AML advisory and enforcement space that our clients value. He will be a tremendous asset to our preeminent financial institutions and white collar teams,” said Neil Barr, Davis Polk’s Managing Partner. “We are pleased to welcome him to the firm.”
Mr. Stipano’s practice includes representing clients in state, federal and foreign banking enforcement actions, and providing assistance in establishing, maintaining and monitoring BSA/AML compliance programs.
While at the OCC, he supervised more than a dozen successful appeals, and was instrumental in bringing both the first fair lending action taken by a federal banking agency against a bank and the first Unfair or Deceptive Acts or Practices (UDAP) action taken against a bank. Mr. Stipano has testified six times before Congress on enforcement and BSA/AML matters, and also prepared OCC witnesses for testimony in this area.
“Dan has built a leading practice in both bank regulatory and BSA/AML enforcement work and is incredibly well respected in the market,” said Meg Tahyar, Co-Head of Davis Polk’s Financial Institutions Group. “As BSA/AML enforcement continues to intensify, Dan’s deep understanding of the area and strong relationships with regulatory agencies will be incredibly valuable.”
Daniel Stipano said, “Davis Polk’s reputation in bank regulatory and white collar work is second to none. I am excited to join the firm and look forward to working alongside my new colleagues on significant BSA/AML investigations and enforcement matters.”
Recognized by Chambers USA as a leading lawyer in Financial Services Regulation: Banking (Enforcement & Investigations), Mr. Stipano has spoken at hundreds of conferences and industry events. He received his J.D. from William & Mary Law School in 1983 and B.A. from Union College in 1980.
