Davis Polk Financial Institutions practice chair Randy Guynn will testify before the House Financial Services Committee’s Subcommittee on Stablecoins at a hearing on “Navigating the Digital Payments Ecosystem: Examining a Federal Framework for Payment Stablecoins and Consequences of a U.S. Central Bank Digital Currency.” The hearing will explore the legislative framework for payment stablecoin issuance proposed by the STABLE Act of 2025, the potential of payment stablecoins as a cornerstone of a modern payment system, and the current use cases, including remittances, cross-border payments, trade settlement and business-to-business transfers.

The hearing will be held at 10:00 am ET on March 11, 2025 in Washington DC.
